Alma Ljuljanaj-Jovicevic was born on 12 May, 1985, in Podgorica, where she finished elementary and secondary school. She obtained degree of specialist in Legal Sciences, at the Faculty of Law of the University of Montenegro, in 2011.

Ljuljanaj started her professional career at the Ministry of Labour and Social Welfare, at Directorate for pension and disability insurance as well as veterans and disabled persons’ protection in 2012. She continued her carrier at the Ministry of Education, at Directorate for investments, public procurements, and strategic planning in 2015. During her working engagements in the Ministry of Labour and Social Welfare as well as the Ministry of Education, she participated in numerous projects pertaining to the implementation of public procurement procedures, such as the 
Regional Housing Program (RHP). Ljuljanaj has been a member of the Working group dealing with drafting the Law on public procurements.

She was a chairperson of the Steering Committee of the Examination Center, as well as was a member of several boards established by the institutions of public administration.

In June 2014, Ljuljanaj was elected as a councilor of the Assembly of the Capital of Podgorica.

She has assumed the duty of General Director of Directorate for Material Resources in the Ministry of Defence, since 2 December 2016.
